Director of European Programmes and International States and Regions

Before joining The Climate Group, Luc served as an adviser on international sustainable development policies to both the Belgium Federal and Flemish Governments. He was a representative of the Flemish Government at the UN Commission on Sustainable Development, the OECD national experts panel, and the Belgium Federal Council, and also at various interregional networks on sustainable development.

After serving as a member of the Belgium delegation at the UN World Summit in Johannesburg in 2002, Luc introduced and chaired the first Flemish interdepartmental commission on sustainable development to prepare a national sustainable development strategy, as committed to in the Johannesburg Declaration.

As a special adviser to the Federal State Secretary on Sustainable Development, Luc had a lead in introducing a Sustainable Development Impact Assessment procedure for all federal government decisions. He also prepared the cabinet's positions on EU energy policy.

Luc has established The Climate Group's first permanent presence in Brussels. Luc is involved in different working groups and business initiatives to encourage more ambitious EU-climate policy and coordinates The Climate Group’s European technology and policy programs.

Currently Luc also coordinates the International States and Regions Alliance for The Climate Group for which he recruited some of the most significant regional governments from Europe and around the world leading on climate change.

Luc holds a Masters degree in industrial engineering and postgraduate degrees in both environmental science and international politics. He is fluent in Dutch, German, English and French and gets along in Spanish.
