The agreement reached in Copenhagen last week fell short of many people’s expectations. Environmental groups denounced its lack of ambition and detail. Friends of the Earth called the agreement an “abject failure.” Greenpeace called Copenhagen a “climate crime scene.” These criticisms are right in that the Copenhagen Accord is not enough to solve climate change. But they misunderstand what was possible in Copenhagen, and ignore the significant progress that was made there.
