Targets and Goals

The State of Upper Austria aims to:

  • Reduce greenhouse gas (GHG) emissions up to 65% by 2030.

Top Actions

Energy Efficiency

  • Upper Austria was the first Region to resolve the EU Energy Efficiency directive.
  • Upper Austria will establish zero carbon buildings as the standard by 2012.

Renewable Energy

  • Target to generate 100% of Upper Austria's electricity and heating energy from renewable sources by 2030.
  • Through the Upper Austrian Energy Strategy 2030, Upper Austria will complete its exit from use of oil and coal for heating and electricity generation by 2030 and reduce its CO2-emissions up to 65%.
  • 30% of the municipalities mainly use biomass for heating.
  • The Upper Austrian Energy Turn will have a regional employment effect of more than additional 10,800 jobs until the year 2009 ("Upper Austrian Energy Strategy 2030")
  • Renewable energy sources provide 76.8% of Upper Austria's total electricity consumption and 40% of its total heat consumption.

Waste Management

  • Upper Austria has reduced its CO emissions from waste by about 40% since 1990.

Promoting Low Carbon Technology

  • The E-GEM" Program (program für energy saving communities), started in 2006, enabled 70 of 444 Upper Austrian Communities to come forward with their own solutions to make a significant reduction in carbon emissions.
  • The Upper Austrian Governmental Campaign (Department for Environment, Energy, Water and Consumerism in 2007) "Lets Save Our Climate" seeks to inspire people to adopt pro-environmental behaviours to help address climate change and support ambitions for a greener, more sustainable Upper Austria. This Campaign was honoured with an Energy Globe in 2007.
  • The Upper Austrian Governmental Campaign (Department for Environment, Energy, Water and Consumerism in 2008) "Good for our Climate" offers Upper Austrians as well as the Upper Austrian economy a full range of new public subsidies in everyday life (mobility, heating, cooling, building, energy production) (Euro16 million (US$20 million) over 2 years, 2008-2009).
  • The Oekoenergie Cluster (OEC) was founded in the year 2000 to foster innovation and competitiveness of green energy related businesses.

Legislation

  • The Upper Austrian Government ratified the Upper Austrian Energy Strategy 2030, which will reduce the CO emissions up to 65% until 2030 and which means the complete exit from use of oil and coal during warming and generation by 2030.
