The Under2 Coalition’s Policy Action work supports the most ambitious state and regional governments around the world to develop and implement climate policies that are consistent with keeping global average temperature increase well below 2°C.

Learning from one another accelerates policy adoption and improves implementation by raising awareness of what has and hasn’t worked around the world. It also builds strong inter-governmental relationships, which can lead to collaborative partnerships.

We make this happen by facilitating government-to-government peer learning and by connecting policymakers to essential information and resources – you can find out more below. 

Peer learning takes place through thematic 'peer forums' and 'Innovation Labs', which provide a platform for sharing experience, evaluating policy, and developing partnerships between states, regions, and cities in different parts of the world.

Our flagship peer learning initiative is the Energy Transition Platform. The Energy Transition Platform supports governments from highly industrialized states and regions to innovate and learn from each other’s energy transition policies. Participants include: Alberta, the Basque Country, California, Hauts-de-France, Lombardy, Minnesota, North Rhine-Westphalia, Silesia, South Australia, Upper Austria and Wales. 

Past peer forums include the Energy Efficiency Finance Peer Forum, Electric Vehicle Policy Initiative, Adaptation Peer Forum and Clean Tech Innovation Peer Forum.

We conduct targeted research on global state and regional climate action, including state and regional legal authorities over climate policy, innovative climate policy models and global best practices.
