Driving climate action in states and regions

The Under2 Coalition is a global community of state and regional governments committed to ambitious climate action in line with the Paris Agreement.

The Under2 Coalition brings together 260 governments representing 1.75 billion people and 50% of the global economy.

Our members commit to keeping global temperature rises to well below 2°C with efforts to reach 1.5°C. 35 states and regions in the Coalition have committed to reaching net zero emissions by 2050 or earlier.

The Climate Group is the Secretariat to the Under2 Coalition and works with governments to accelerate climate action through three workstreams:

  • Pathways 
  • Policy action
  • Transparency

Our co-chairs

The Under2 Coalition has five co-chairs who guide the direction of our policies - California, South Chungcheong (Chungnam), KwaZulu-Natal, Querétaro and Scotland.

We also have a larger steering group, representing the diversity of our membership, which meets quarterly and supports the co-chairs in building the range and scope of the Under2 Coalition's work.

Under2 Coalition at COP26

The United Kingdom is hosting the 26th UN Climate Change Conference of the Parties (COP26) at the Scottish Event Campus (SEC) in Glasgow from Monday, 1 November – Friday, 12 November 2021, in partnership with Italy.

The summit will bring parties together to accelerate action towards the goals of the Paris Agreement and the UN Framework Convention on Climate Change.

This includes details about our Leaders' Gala Dinner and Under2 Coalition General Assembly, as well as other events and opportunities for states and regions to act.

What's at stake for states and regions at COP26?

We've launched a new campaign with Regions4 drawing attention to the importance of including states and regions at international climate meetings.

What's at state? will elevate the voices of regional governments ahead of the COP26 in Glasgow this November by demonstrating what each state or region stands to lose if countries do not keep to the Paris Agreement targets and take urgent action.

It will also reinforce the visibility of the work regional governments are doing to set and achieve net zero emissions targets, as well as implement adaptation actions to reduce vulnerability and build resilience.
