Our work in Japan
Japan is cited by RE100 members as one of the most challenging market in which to buy renewable electricity. Over 90 Japanese headquartered companies are RE100 members, and more than 220 international members report operations in the country.
Japan has a 2050 net zero target, yet solar and wind accounted for just 11% of the nation’s generation mix in 2024. RE100 members source only 36% of their electricity from renewables in Japan, compared to 53% for RE100 member electricity use globally. Corporates cite the high cost and limited supply of renewables as significant barriers.
RE100's policy recommendations for Japan
To help change this, RE100 is encouraging Japan to triple its installed renewable electricity capacity by 2025, and we've set our six policy recommendations for the Japanese government. Launched in 2024, adoption of these recommendations will help mobilise domestic and international private investment in renewables and enable Japan to seize the opportunities of the energy transition. Recent policy updates

In October 2025, hundreds of RE100 and JCLP members came together to discuss the energy transition in Japan. Helen Clarkson, Climate Group CEO, and Ollie Wilson, Head of RE100, spoke at the forum. At the session, Yusuke Matsuo, Director of JCLP, said: “We strongly hope that RE100 will continue to take the lead in strong engagement with policymakers to drive higher renewable energy targets and meaningful policy reforms.”

In January 2025, RE100 responded to the Japanese government's public consultation on the 7th Strategic Energy Plan, describing the renewables targets as "insufficient". RE100 reiterated its call for the government to triple domestically installed renewables by 2030. You can see our press statement here.

In October 2024, five RE100 members held meetings with representatives from the Ministry of Energy and Ministry of Economy, Trade and Industry. In these meetings the RE100 members discussed the importance of RE100's local policy recommendations and conversations held within the RE100 policy working groups. There were positive conversations around the policy recommendations with RE100 continuing to work with members and government representatives to increase corporate access to renewables in Japan.
Previous policy successes

In June 2024, over 60 RE100 members signed our statement urging the Japanese government to take urgent action on increasing access to renewable electricity. The letter called for a tripling on Japan's renewable electricity capacity. Also available in Japanese.

In a 2021 letter, RE100 members called on policymakers to set a new ambitious energy goal, increasing Japan’s renewable energy target ahead of COP26 to 50%. Japan subsequently boosted its 2030 renewables target.

In early 2020, RE100 was recognised in Japan’s COVID-19 economic stimulus package. The growing demand for renewable electricity from our members was cited as a reason for allocating almost ¥5 billion (US$50 million) to help develop onsite renewables through corporate power purchase agreements (PPAs).
