Reducing methane emissions from oil and gas operations: state and regional solutions

One of the essential steps for reducing global warming in the near term is reducing the emission of short-lived climate pollutants such as methane.

Through the peer-learning forums in the Under2 Coalition Methane Project, state and regional governments have been sharing their experiences in tracking and reducing methane emissions in the oil and gas sector and using the platform to showcase climate leadership.

This report draws on insights from the project and other research to present an overview of state and regional government action to reduce methane emissions from oil and gas, with a focus on Canada and the United States. In particular, it identifies a key set of actions governments can take to reduce emissions, provides leading state and regional government policy examples, and showcases elements of best practice.

The report highlights that:

  • leading state and regional governments are paving the way for subnational action,
  • there is an opportunity for many more governments to increase action and maximise benefits,
  • leading governments can strengthen existing regulations,
  • implementing regulations is one of the most effective ways that governments can bring about swift emissions reductions,
  • regulations can be complemented by a range of policies and initiatives,
  • governments can take advantage of new technology developments,
  • collective action by state and regional governments can help drive progress.
