Showcasing net zero leadership from the Under2 Coalition

Seven states and regions from across Europe, Latin America and North America have shared how they’re leading the way on net zero.

They’ve all set ambitious targets. They’ve all got plans to get these targets delivered. And they’re all honest about the challenges they’re facing along the way .

Baden-Württemberg

Baden-Württemberg is using targeted sectoral policies to drive forward its journey to net zero. The state is promoting regional cooperation, innovation and skills development to make the transition happen.

Catalonia

To reach net zero, Catalonia is adopting a mixture of voluntary and mandatory interventions, such as carbon taxes. 

New York State

New York State’s approach to net zero incorporates specialist expertise, panels and working groups. The state is targeting action across various sectors and including activities on Just Transition and Climate Justice.

São Paulo

São Paulo is developing decarbonisation pathways to reach net zero, and involving a diverse range of stakeholders in the process. 

Scotland

The Scottish Government’s target of net zero by 2045 will require strong stakeholder engagement and high-level political buy-in for strong participation.

Wales

Wales plans to reach net zero using legislative instruments and annual reporting to track progress.

Washington State

Washington State is using a cap-and-trade programme to finance targeted sector decarbonisation.
