Under2 Coalition at COP30
COP30 in Belém marks ten years since the Paris Agreement – and a defining moment to shape the next decade of climate action.
At the Global States & Regions Summit in Rio de Janeiro, the Under2 Coalition will bring together subnational leaders from around the world to showcase how states and regions are driving climate progress – and how their leadership is key to global delivery.
Global States and Regions Summit

Hosted at the COP30 Local Leaders Forum, the Global States & Regions Summit will unite governors, premiers, and ministers from around the world to amplify and speed up subnational leadership in meeting global climate goals.
Leaders will engage in strategic discussions on how to drive progress across key pillars of climate action – from clean energy and nature protection to resilience and just transition. Sessions will explore practical pathways to overcome persistent barriers, unlock finance, and deliver inclusive solutions on the ground.
The Summit will also launch the Road to COP31, mobilising partnerships and investment around a shared subnational agenda to scale impact and unlock climate finance over the critical years ahead.

Our COP30 priorities
At COP30, the Under2 Coalition will champion the essential role of states and regions in delivering global climate goals – turning ambition into action and laying the groundwork for the next decade.
- Drive implementation: Showcase how subnational actors are delivering measurable climate results across energy, nature, resilience, and just transition.
- Champion subnational leadership: Position governors, premiers, and ministers as essential implementers of the Paris Agreement and national climate targets.
- Unlocking finance and partnerships: Promote the support needed to accelerate progress, bridging ambition and delivery with a COP31-ready subnational climate finance framework.

Monday, 3 November
📅 Under2 Coalition Governors Roundtable
Time: 15.00pm – 16.30pm
This high-level meeting will bring together governors, premiers, ministers, and senior officials to reflect on the Under2 Coalition’s first decade of progress and chart its strategic direction for the next ten years. It offers a timely opportunity to align priorities and prepare for COP30 with renewed focus, ambition, and purpose.

📅 Global State & Regions Summit
Time: 9.00am – 16.30pm
Hosted by the Under2 Coalition at the COP30 Local Leaders Forum
The Global States & Regions Summit is a high-level gathering of subnational leaders—governors, premiers, and first ministers—alongside global partners. Convened by the Under2 Coalition and Bloomberg Philanthropies, and featured within the COP30 Local Leaders Forum hosted by the COP30 Presidency, the Summit will put subnational leadership at the centre of climate implementation for the decade ahead.

Wednesday, 5 November
📅 Local Climate Action Summit
Time: 10.00am – 11.30am
Taking place on the eve of the COP30 World Leaders Forum in Belém, the Local Climate Action Summit will unite mayors, governors and national representatives to assess progress and set the direction for the next decade of local climate action.
Marking ten years since COP21, the Summit will celebrate subnational leadership, highlight practical solutions and galvanise momentum for bold, collective climate action.
📅 United Nations Climate Change Global Innovation Hub - From Local Action to Global Impact: Subnational Climate Action and Financing
Time: 15.30pm – 16.30pm
The First Global Innovation Forum brings together the global innovation ecosystem to connect with the UN Climate Change process ahead of COP30. The Forum features exhibitions, dialogue spaces, and workshops to showcase climate solutions, foster collaboration, and explore scalable innovations. Within this Forum, the session “From Local Action to Global Impact: Subnational Climate Action and Financing” will highlight subnational initiatives and strategies to drive systemic climate action.
Thursday, 6 November
📅 Subnational Methane Action Coalition: Methane Roundtable
Time: 15.30pm – 16.30pm
This moderated panel will feature experts and high-level officials sharing experiences in scaling methane reduction solutions, financing approaches, and the critical role of subnational action.
The session will also emphasise the benefits of joining the Subnational Methane Action Coalition (SMAC), particularly for South American governments, as a platform for technical support and peer exchange.
The session aims to expand the Coalition's membership – welcoming Rio de Janeiro and Rondônia – highlight actions by existing members, and emphasise the vital role of subnational governments in tackling methane emissions.

📅 From the Ground Up: Leveraging Subnational Leadership and Investments to Deliver Climate and Nature Commitments
Time: 15.30pm – 16.30pm
This high-level roundtable will highlight subnational governments – states, provinces, and regions – as key drivers of national climate and biodiversity goals. They advance just resilience, biodiversity protection, and sustainable investments. The session will showcase how regions are implementing NDCs, NAPs, and NBSAPs through integrated, nature-positive approaches, shaping ambition ahead of COP31.

Why subnational action matters
Subnational governments are on the front lines of climate action – shaping policy, cutting emissions, building resilience, and driving equity.
- 13,700+ cities and regions are delivering Paris-aligned climate strategies through the Under2 Coalition and Global Covenant of Mayors (GCoM).
- Under2 Coalition governments represent nearly half of global GDP, making them major drivers of climate investment.
- 73% of Under2 Coalition governments have adopted Subnational Transition Plans (STPs), 50% of which match or exceed their national GHG targets.
- 3,008 cities and 175 subnational governments have made emissions pledges, covering 26.5% of the global population (OECD, 2023).
Empowering subnational leadership isn’t optional. It’s essential to keeping 1.5°C alive.
