The Under2 Coalition was formed in May 2015 by the governments of California and Baden-Württemberg to mobilize and galvanize bold climate action from like-minded city, state and regional governments around the globe in the lead up to COP 21.
In 2021, the original Under2 MOU was revised by members of the Steering Group to align with the 1.5 degree target of the Paris Agreement. Signatories must now commit to reaching net zero emissions by 2050, or earlier.
Climate Group, which acts as secretariat to the Under2 Coalition, has been working with states and regions for over 12 years. The Under2 Coalition builds on the legacy of its forerunner, the States and Regions Alliance.
