Policy work

Strong policy drives the EV transition – and EV100 is helping shape it. We collaborate with members and partners to drive systemic change – securing high-level zero-emission vehicle commitments in markets where they don’t yet exist, and ensuring effective policy implementation where commitments are already made.

In 2023, 99% of global zero-emission vehicle sales occurred in markets with strong EV policy frameworks. They are the foundation of fleet electrification. Yet many markets still lack these essential policies, creating hurdles for companies committed to full fleet electrification. While leading businesses are ready to transition, they face uneven playing fields. Through EV100, we're bridging this divide by aligning business leadership with policy momentum to electrify all markets.

Our dual focus accelerates the transition: establishing bold new frameworks where needed, and turning existing targets into tangible progress through concrete regulations, incentives, and infrastructure development.

How we drive policy change with EV100 members

Building on our proven track record of shaping key policy debates, we convene the voice of leading companies and provide comprehensive policy advocacy support.This includes regular policy focused discussions, meetings with policy makers, letters addressed to decision makers, and showcasing best-practices.

We advocate for policies that ensure:

  • Affordability and availability of ZEVs at the volumes and variety required by companies to decarbonise their fleet.
  • A comprehensive network of reliable, interoperable, affordable public and private changepoints.
  • A speed up grid connection, integrated renewable electricity and encourage smart charging technologies.

Identifying barriers

Through regular conversations with members, we identify the real-world challenges they face in electrifying fleets – from charging gaps to cost barriers – and translate these into actionable policy priorities.

Through regional policy Working Groups, EV100 members to contribute to effective policy strategies and amplify the voice of fleets in key policy debates. 

Communicating the voice of leading fleets

We ensure that a constructive business voice is heard by policymakers at key decision-making moments by facilitating meetings, addressing letters and organising events.

We coordinate activities including calls to action, communications campaigns letters, and meetings with political decision-makers to advocate for policy change. 

Through regional policy monitoring, we actively track and analyse pivotal zero-emission vehicle (ZEV) policy developments across global markets to:

✔ Anticipate impacts – Monitor emerging regulations (e.g., ZEV mandates, phase-out dates)
✔ Identify opportunities – Flag incentives, grants, and infrastructure programs
✔ Mitigate risks – Alert members to potential disruptions (e.g., tariff changes, supply chain rules)

Our policy activities

EU

The EU is a global leader in the transition to electric mobility. Yet the current legislative framework – a cornerstone of this leadership – is under threat.

We collaborate with forward-thinking businesses and partners to defend and strengthen the EU’s CO₂ emission standards for light, medium, and heavy-duty vehicles. Beyond binding targets, we advocate for robust enabling measures – such as comprehensive charging infrastructure networks supported by a resilient grid network, and zero-emission targets for corporate fleets – to ensure Europe remains at the forefront of the global EV transition.

India

We work with EV100 members and partners advocating for ambitious fuel efficiency norms CAFE III & IV for light duty vehicles and fuel efficiency norms for MHDVs to accelerate the uptake of electric vehicles in India.

On 15 May we organised a workshop on Supply Side Regulations (SSRs) at our flagship event EV100 Conclave, in partnership with ICCT and TERI. We discussed the applicability of SSRs at national and sub-national level, transport emissions projections and needs in India.

France

Together with our French EV100 members and partner organisations, we have advocated for measures to support fleet electrification in France.

Japan

Together with partners, we are working with Japanese EV100 members and local governments in Japan to accelerate EV policy ambition in Japan.

United States

We are working with US-based EV100 members, and in partnership with leading initiatives, to accelerate EV policy ambition at federal and state level.

Emerging markets

We are accelerating the global zero-emission vehicle (ZEV) transition by ensuring no region is left behind. Through targeted engagement in key emerging markets – including Brazil, Mexico, Chile, Indonesia, Kenya, and South Africa – we are laying the groundwork for equitable, sustainable mobility.

This initiative will mobilise fleets to lead the EV transition in these markets expanding access to clean transport for all while fostering local innovation and aligning global efforts with the EU’s climate leadership.

Recently, we collaborated with our Drive Electric Campaign Partners on a letter to the Brazilian Ministry of Cities, calling for more ambitious targets and regulations for transport emissions.

United Kingdom

We are working with the UK’s largest fleets to support the implementation of an ambitious Zero Emission Vehicle (ZEV) Mandate – backed by robust incentives and a comprehensive network of charging infrastructure. As convenors of the UK Electric Fleets Coalition, we are pushing the government to adopt the bold policies needed to empower fleets to accelerate the transition to electric vehicles and phase out polluting combustion engines.
