Under2 Ambition Tracker

In line with their 2021 Under2 Memorandum of Understanding commitments, members report long-term emissions reduction targets and future plans to the Under2 Ambition Tracker.

The Tracker is reviewed periodically, so we encourage governments to review their data on a regular basis to ensure it is up to date. This information will then be used for analysis, typically running from April – May every year.

Net zero targets are a vital part of efforts to keep global temperature rises to 1.5 degrees. However, these targets alone are not enough. It is vital that they are accompanied by thorough planning and short-term targets to ensure both progress and government transparency.

NPC: Pathways for a Just Transition, KwaZulu-Natal Workshop (imgix.net): Purpose of this report This report provides a summary of the inputs and discussions that took place at the KwaZulu-Natal Provincial workshop on 16 April 2019. This workshop was part of a series of provincial workshops that the National Planning Commission (NPC) is undertaking to engage with key stakeholders across the country regarding a just energy transition for South Africa. The aim of these dialogues is to build a consensus on a vision and pathways for an equitable and sustainable South Africa in 2050.

South African province of KwaZulu-Natal leads with community-focused climate adaptation: Transformative River Management Programme (TRMP) - this is our flagship project which we would like to showcase as it has a huge impact in terms of adaptation whilst also addressing uneployment in the province of KwaZulu-Natal.

Climate leadership showcase

The Gauteng Industrial Symbiosis Programme: Over the past 8 years, the National Cleaner Production Center South Africa, a programme of the Department of Trade Industry and Competition (the dtic) in partnership with the Gauteng Department of Agriculture and Rural Development (GDARD) have been implementing the Gauteng Industrial Symbiosis (GISP) to promote and facilitate the implementation of identified waste synergy opportunities to achieve resource efficiency and diversion of waste from landfill.

The programme drives industrial symbiosis awareness across the manufacturing sectors in the province to embed the industrial symbiosis application/practices for GHG emissions reduction.

Gauteng Department of Agriculture, Rural Development, and Environment (GDARDE) hosted the Gauteng Climate Change Summit in collaboration with the Thabo Mbeki African School of Public and International Affairs.

The two-day summit, held under the theme "Towards Decarbonization of the Economy and Building a Climate-Resilient Society," highlighted innovative initiatives companies undertake, primarily focusing on minimising greenhouse gas emissions and embracing environmentally friendly practices. 

Gautrain Rapid Rail Link: Signalling Johannesburg’s Ambition: The expansion of Gautrain includes an investment of around 110 billion Rand on track, with 19 new stations, while a further 24.4 billion rand will be allocated to improving existing parts of the network to extend its reach to underserved areas.  This will see an additional two million township residents gain access to the network, in turn unlocking more employment and education opportunities, as well as a safer and more sustainable mode of transport. It also will increase black-owned companies’ participation in the rail sector

CLIMATE CHANGE (PUBLIC BODIES' REPORTING REQUIREMENTS) (AMENDMENT) REGULATIONS 2023: Amendment of the Climate Change (Public Bodies’ Reporting Requirements) Regulations 2022 The Climate Change (Public Bodies’ Reporting Requirements) Regulations 20222 are amended in accordance with regulations 4 and 5.

Climate leadership showcase

The Government of Estado do Espírito Santo have launched The Program for Environmental Sustainability and Support to Municipalities, including the conservation and revitalization of hydrographic basins and the reforestation programme.

Espírito Santo joined the Race to Zero and Race to Resilience campaign: Espírito Santo has officially joined the United Nations 'Race to Zero' and "Race to Resilience" campaigns, aimed at reducing greenhouse gas emissions and climate resilience. Of the commitments made by Espírito Santo are in the decree published in the Official Gazette of the State. Within 12 months the State Plan for Climate Change, commits to updating the Greenhouse Gas Inventory (GHG) and the Strategic Plan for Emergency Actions (PeAE). Within 24 months, the Public Emissions Registry will be established, with measurable criteria for measures to mitigate and absorb greenhouse gases, following the Kyoto Protocol, for the years 2030 to 2040, and the neutralization of net emissions by 2050.

Increasing Zero Emissions Vehicle (ZEVs) is crucial to cutting our total emissions in the ACT. ZEV uptake plays an important part in helping us meet our emission targets. ZEVs include battery electric vehicles and hydrogen powered vehicles. Transport contributes more than 60% of the ACT's greenhouse gas emissions, making it the single largest contributor to emissions in the ACT.

Financial Incentives:
> first time ZEV buyers are eligible for a full stamp duty exemption
> two years of free registration are available for ZEVs registered in the ACT.
> the sustainable household scheme provides zero-interest loans between $2,000 and $15,000 to eligible ACT households to help with upfront costs of investing in energy efficient home upgrades.

Public Charging
> The ACT Government is installing 50 new publicly accessible chargers. The rollout of infrastructure will be guided by the ZEV Public Charging Masterplan.

Guaraqueçaba Climate Action Project in traditional communities in Paraná, Brazil: The Guaraqueçaba Climate Action Project is a nearly 19,000 hectares forest conservation project in the Brazilian State of Paraná. Initiated by the NGOs The Nature Conservancy (TNC) and Sociedade de Pesquisa em Vida Selvagem e Educação Ambiental (SPVS) in 2001, it is one of the world’s first forest carbon offset projects.

Climate leadership showcase

The Northern Ireland Executives 'New Decade New Approach' which was published in January 2020 called on Northern Ireland to take action to tackle climate change head on through the development of a strategy and the progression of NI specific climate change legislation (previously only covered under the UK wide Climate Change Act 2008).

In line with those commitments Northern Ireland progressed the Climate Change Act (Northern Ireland) 2022 which received Royal Assent on 6th June 2022. The Act will now provide the legal basis to drive forward action to tackle climate change in Northern Ireland through placing a legal requirement on all Government Departments to exercise their functions in a way which contributes to emissions reductions.

Net Zero Consultation Plan: The Department of Agriculture, Environment and Rural Affairs (DAERA) on behalf of the Northern Ireland Executive have published a consultation on Northern Ireland’s 2030 & 2040 Emissions Reduction Targets & First Three Carbon Budgets & Seeking views on Climate Change Committee (CCC) Advice Report: The path to a Net Zero Northern Ireland and welcome the views of everyone across Northern Ireland.

To support delivery across all Departments a draft Green Growth Strategy has been developed which sets out 10 key commitments and a number of guiding principles.

The delivery of both the deliverables of the Act and Strategy are overseen by a Green Growth Strategic Oversight Group which is comprises of senior Official representatives from all Northern Ireland Government Departments. Additionally engagement with senior Council representatives and civil society is ongoing through a number of working groups such as the Green Growth Forum.

Climate leadership showcase

TH2Eco Erfurt: The development of a regionally oriented hydrogen infrastructure has an impact on essential areas of industry and everyday life. 

Core areas include:
Generation; by means of wind, photovoltaics and water electrolysis, Green Wind Innovation, BOREAS Energie and TEAG generate green hydrogen - as a basis for the development of a sustainable and regionally oriented energy industry in Thuringia.

Transport, distribution and storage; Ferngas Netzgesellschaft, SWE Netz and Thüringer Energienetze are building a pipeline-based hydrogen infrastructure to ensure the reliable and secure transport and distribution of hydrogen. To this end, existing gas pipelines are being converted to hydrogen at comparatively low cost and new pipelines are being built where necessary. We store hydrogen to make it available regardless of seasonal fluctuations. This includes the conversion of an underground natural gas storage facility to H2 by Thüringer Energie Speichergesellschaft.

Climate leadership showcase

Community Monitoring Biodiversity in Yucatan Case Study Database A compilation of good practices and lessons learned to contribute innovative subnational solutions to global problems: The Secretariat of Sustainable Development has promoted the involvement of rural communities in the climate action agenda, as it is collaborating with communities to certify part of their territory as Areas Voluntarily Designated for Conservation (ADVC, in Spanish) before the National Commission of Protected Natural Areas (CONANP). Through the ADVC we seek to promote the conservation and care of the forest and biodiversity, through the promotion of more sustainable exploitation practices and the involvement of communities in their protection. Currently, 8,621 hectares are in the final stages of the certification process under this conservation mechanism. Likewise, Payment for Environmental Services (PSA) has been managed, in collaboration with the National Forestry Commission, under a Concurrent Funds scheme for the conservation of 6,500 hectares of the Yucatan forest.
We have worked hand in hand with citizens on multiple sustainable mobility projects, such as the acquisition of 350 efficient buses that make up the Va y Vén transportation system, as well as progress in the new 100% electric transportation project IE-TRAM.

Western Cape Government's Growth for Jobs Strategy : This is the Western Cape Government's Growth for Jobs Strategy (previously attached), which defines the strategic economic direction for the Western Cape and includes a focus on energy security and a transition to net-zero emissions by 2050. This is a transversal programme that includes a number of departments working on different aspects. The energy component has got approximately 45 projects currently underway to achieve energy security and shift to a net zero future by 2050. The programme has just started, so there are limited case studies available, but this is very exciting development for the Western Cape as most of the key / strategic projects implemented over the next few years will be aligned with this Strategy

Western Cape is well positioned to produce GH2 for local offtake, bunkers & exports: 1.Hydrogen will play a significant role in the transition to a net-zero energy system. 2. It will establish SA as a future energy market global trader, securing foreign direct investment, earning foreign income and creating economic growth and development
3. Import Markets for GH to 2050 will be the EU (2050: 11-15 Mt GHpa); Japan (2050: 5 to 10 Mt GHpa); South Korea (2050: 1.0 to 1.2 Mt GHpa) and the United Kingdom (2050: 0.5 to 0.7 Mt GHpa). 4. REPowerEU sets a target of 10mt domestic renewable H2 production & 10mt H2 imports by 2030

Wales’ Global Climate Change Response: Showcasing Wales’ leading climate action since 2010 after becoming the first Fair Trade Nation. The Senedd Cymru Welsh Parliament have agreed a set of seven well-being goals to achieve Wales’ biodiversity targets.

In November 2020 Wales hosted their first digital Climate Week: In November 2020 we held the first digital Wales Climate Week marking a year until COP 26 and the publication of our next Low Carbon Delivery Plan. The week consisted of free digital events covering a range of climate related issues and topics. The response was extremely positive, with all aspects of Welsh society engaging and over 2000 people actively participating in the platform website.

Climate leadership showcase

How the VEU program works: Victorian Energy Upgrades is a government energy efficiency program. Households and businesses can receive rebates or discounts on energy-saving products. This helps cut power bills and reduce greenhouse gas emissions.

Every upgrade allows businesses under the Victorian Energy Upgrades program to generate Victorian Energy Efficiency Certificates (VEECs). Each certificate represents one tonne of greenhouse gas prevented from entering our atmosphere. Accredited providers then sell these certificates to energy retailers.

Victorian Renewable Energy Target: The Victorian Renewable Energy Target (VRET) is a legislated target of 50% renewable electricity by 2030. Victoria met its 2020 target and is on track to meet the 2025 target of 40% renewable generation. To help achieve the targets the Victorian Government is making significant investments, including $540 million for renewable energy zones, and conducting reverse auctions to bring online renewable energy capacity. The first VRET auction has delivered a combined 928 MW of new renewable capacity and has generated $1.1 billion of investment in Victoria.
The forthcoming second VRET reverse auction is expected to bring online at least 600 MW of new renewable energy capacity. The result of this process will make Victoria the first state in Australia to a to power all government operations with 100% renewable electricity by 2025, including all metropolitan trains and trams.


Solar Homes: The Victorian Government’s Solar Homes program will support 778,500 households to make the change to renewable energy and help build a decarbonised energy system. This $1.3 billion program offers rebates and interest free loans to households for solar panels, batteries and solar hot water systems. The ten year program was launched in August 2018 and in the period to March 2021 more than 785MW of solar panel capacity have been installed and 130,000 homes have been supported.


Household Energy Savings Program: The Victorian Government is investing $515 million to help make homes more energy efficient and support the transition to a smart, distributed energy system. This includes improving the energy efficiency of 35,000 social housing properties, providing energy efficient heating and cooling systems for 250,000 low income and vulnerable households, introducing minimum energy efficiency standards for rented homes, and expanding the Victorian Energy Upgrades program. Energy efficiency and demand management are vital to reducing emissions and building a smarter energy system. These and other measures will further accelerate the pace of change and will provide the important co-benefit of supporting low-income households who will save on energy bills.

South Australia’s Electric Vehicle Action Plan: The South Australian Government is committed to delivering a cleaner environment and more productive power grid by bringing forward the adoption of electric vehicles (EVs).

Sustainable Cities Programme and UN Environment, with the Cities Institute, at the Federal University of São Paulo: The project aims to pilot innovations through a “neighbourhood [community] approach” that could eventually be scaled up at city and even national levels. Innovation, integration and replication are key words in the approach, where a community addresses multiple environmental issues at a community scale. It capitalizes on inhabitants’ perceptions of these problems, and then replicates the solutions through city planning. The participation of local residents ensures challenges can be identified and solved alongside technical experts within and outside the local governments.

Climate protection in North Rhine-Westphalia: development of greenhouse gas emissions, goals and strategies, instruments and perspectives.

Ministry od Economy, Innovation, Digitalization and Energy of the state of North Rhine-Westphalia report on climate protection policy. The report outlines the path to green gas neutrality, identifying the main emitters of GHGs, being the energy sector, industry, transport and buildings. The government has pledged to decouple the economic growth- GHG emissions nexus. The climate priorities include a strong energy policy, investing in climate-friendly technologies and phasing out coal and nuclear energy power generation. Three main fields have been selected for targeted action: energy industry, mobility and buildings, municipalities and state administration and research and development. 

Rheinisches revier project (IN4climate.RR)
Structural transformation for local industries in the affected regions after coal phase-out. The project is dedicated to create a network for innovation, knowledge transfer and cooperation between the industries, government and academia. In addition to defossilising the industries, a just transition which ensures regional economic competitiveness and job opportunities is also a main goal of this project.

Coal phase-out and the expansion of renewable energy
Since 2022, the state government has set its ambition for coal-exit in year 2030 (previously: 2038) and accelerate the decarbonization of the electricity sector. A massive expansion of renewables are planned through a variety of policy measures.

Support for the municipalities for heating transition and adaptation
Transforming the heating sector from municipal level has been prioritized to reduce emissions. NRW launched its competence center to provide municipalities with free counseling, information and events for their heating transition at the local level.
Many municipalities are faced with the extreme weathers induced by climate change. The state government of NRW support them with the information and guidelines for funding applications at the EU level.

Building back greener - New South Wales: Electricity Infrastructure Roadmap

Electricity Infrastructure Roadmap:
The Roadmap is the government's plan, enabled by the Electricity Infrastructure Investment Act (2020), to begin the shift towards renewable energy resources. The Roadmap coordinates investment in transmission, generation, storage and firming infrastructure as ageing coal-fire generation plants retire. The Electricity Infrastructure Roadmap is expected to: attract up to $32 billion in private investment for regional energy infrastructure by 2030, support 6,300 construction jobs and 2,800 ongoing jobs mostly in NSW, save around $130 on the average NSW household bill and around $430 a year on the average small business electricity bill between 2023 and 2040 compared to if the map is not implemented, and  help reduce NSW electricity emissions by 90 million tonnes by 2030 and support NSW to deliver on its net zero by 2050 ambitions.

NSW's circular economy target:
New South Wales is transitioning to a circular economy over the next 20 years as part of their waste and sustainable materials strategy. The aim is to end up with less waste, less emissions, less harm on the environment and more jobs 

New South Wales Net Zero Industry and Innovation Program: The Net Zero Industry and Innovation Program is the NSW government's plan to support and partner with industry to reduce emissions and help NSW businesses prosper in a low carbon world. 

New South Wales Electric Vehicle Strategy: 
The NSW Electric Vehicle Strategy is the NSW Government's plan to accelerate the State's vehicle fleet of the future. The strategy is intended to increase EV sales to 52% by 2030-31 and help NSW achieve net-zero emissions by 2050.

Development of the ‘Clima Gerais’ search tool which provides a platform for municipal public bodies to access to basic concepts of climate change, as well as the vulnerability index of their municipality, aiding towards the implementation of public policies to combat climate change. 

The "Clima Gerais" Platform, developed in 2015, supports Minas Gerais municipalities in low-carbon development and territorial adaptation to the effects of climate change. The platform has 4 modules, in which it is possible for the municipal manager to have access to basic concepts related to climate change, learn about the degree of vulnerability of their municipality through the Climate Vulnerability Index of Minas Gerais, update themselves with best practices and identify the funding funds are available for your climate actions.

The recently launched fourth module (2020), provides a methodology to support the development and implementation of municipal public policies to combat climate change.

Energy Transition In Wastewater Treatment Plants (WWTP): The Catalan Water Agency (ACA, from the acronym in Catalan) has 530 Wastewater Treatment Plants (WWTPs) in service that require high energy consumption to treat the wastewater that arrives there. Only 14% of this demand comes from their own renewable sources. The Energy Saving and Efficiency Plan that ACA is following right now aims to decarbonise sanitation (maximum possible level of energy self-consumption with renewables, energy efficiency and reduction of greenhouse gas emissions) focusing efforts on the 137 WWTPs that consume in an aggregate manner the 93% of the total energy.

A spotlight on Catalonia's ambitious climate targets: Salvador Samitier i Martí, Head of the Catalan Office for Climate Change, the Government of Catalonia

Catalonia: Carbon Tax: The Catalan regional government first introduced a carbon tax on cars, vans and motorcycles in 2010 and developed it further in 2019: making Catalonia the first region in Spain to ask owners of fossil-fuel vehicles to pay a premium. Taxation is to be introduced retroactively for 2019 in November.

CleanBC Better Homes Better Buildings: To help British Columbians save energy and switch to clean electricity, the Province created the CleanBC Better Homes and CleanBC Better Buildings programs. These two programs offer a suite of incentives including rebates for heat pumps, envelope upgrades and new windows. These programs are important steps to continue reducing emissions in our current buildings, which have long life spans.

British Columbia’s low carbon fuel standard (BC-LCFS): The Greenhouse Gas Reduction (Renewable & Low Carbon Fuel Requirements) Act and the Renewable & Low Carbon Fuel Requirements Regulation, known collectively as British Columbia’s low carbon fuel standard (BC-LCFS), was introduced to reduce the carbon intensity (CI) of fuels used in the province


B.C. clean tech company pulls carbon out of the air: Through support from B.C.’s Innovative Clean Energy Fund, technology has been developed by Squamish’s Carbon Engineering Ltd. (CE) (a clean-tech company), that pulls carbon emissions out of the air. The carbon then can be safely stored underground or turned into a carbon-neutral fuel that works in any engine. By reusing existing carbon, little or no additional emissions are created when this fuel is burned.

CleanBC Program for Industry: In 2019, B.C. launched the CleanBC Program for Industry to support cleaner, more competitive operations by partnering with industry. The program is expected to lower emissions by 2.5 Mt CO2e per year by 2030. A portion of the carbon taxes paid by industry are directed into two CleanBC initiatives that work together to support cleaner industry, reduce emissions and increase technological innovation

Go Electric Zero Emission Vehicles Program: The CleanBC Go Electric program is intended to encourage and accelerate the adoption of zero-emission vehicles (ZEVs) in B.C. for their environmental and economic benefits

Net zero in South Korea: Leaders gather in Chungnam to drive forward commitment to decarbonisation: On 5th and 6th October 2023, Climate Group participated in the Carbon Neutrality International Conference in Chungnam Province, South Korea. The summit brought together political leaders, industry figures and climate campaigners to take stock of the South Korean and international net zero landscape. Across the two days, attendees shared their expertise on decarbonisation, discussed structural barriers and worked towards solutions that enable decarbonisation and support industrial development. 

Chungcheongnam-do leads the climate change response by implementing an effective greenhouse gas reduction policy: Chungcheongnam-do held international conferences on coal phaseout, unveiled innovative policies, 
and publicized the coal phaseout and energy transition at home and abroad since 2017.
In 2021, the province hosted the first Under 2 Coalition Asia-Pacific Forum to promote carbon neutrality in the Asia-Pacific region. The participants discussed the importance of carbon neutrality leadership and ways of implementing the energy transition under the theme of “Race to Net Zero.” The forum was attended by Ban Ki-moon, the 8th Secretary-General of the United Nations, Nicola Sturjeon, First Minister of Scotland, Helen Clarkson, CEO, Climate Group, and Sam Kimmins, Head of RE100, who all stressed the necessity for carbon neutrality and sought the best ways to achieve goals. 

Chungcheongnam-do's Task Order to achieve Net Zero: The Government of Chungcheongnam-do have released their task order and net zero vision in preparation for their net zero by 2050 plan in June 2022. This provides a benchmark for their climate action, showcasing their climate action and progress on the global stage. The government's policies include maintaining transparency of their progress and climate actions as well as learning from innovative climate action taken on by other states and regions.
