Singapore, 21 May 2026 – International non-profit organisation Climate Group, together with China Electric Power Planning & Engineering Institute (EPPEI), today officially launched the “RE100 Ready (China) IDZ Initiative” at the 2026 Asia Action Summit hosted by Climate Group.
The initiative seeks to support participating Industrial Development Zones (IDZs) in exploring scalable approaches to renewable energy electricity adoption and green industrial transformation, with its framework anchored to the RE100 technical criteria while reflecting China’s evolving renewable electricity market mechanisms.
The initiative expands renewable electricity transition efforts beyond the corporate level to IDZs, reflecting an emerging approach to support decarbonisation at the IDZ level.
At the launch event, Climate Group and EPPEI jointly invited IDZs to participate in the initiative, which aims to support practical pathways for expanding renewable electricity use and advancing low‑carbon industrial development across China’s IDZ.
Representatives of IDZs formally accepted invitation letters from Climate Group and EPPEI to join the initiative. Among them, Jiangsu Dafeng Port Economic Development Zone officially joined the initiative as the first pioneer IDZ, while the others have expressed their intent to participate:
- Jiangsu Dafeng Port Economic Development Zone
- Yunnan Xiangyun Economic and Technological Development Zone
- Zhengzhou Airport Economy Zone
- Datong Super Energy Complex
Helen Clarkson, CEO of Climate Group, said: “Together with EPPEI, we will jointly develop a technically rigorous and RE100 aligned framework for renewable electricity procurement and accounting in IDZs. It will provide practical tools to translate national zero-carbon IDZs ambitions into verifiable, scalable implementation."
"As a co-initiator of the project, EPPEI has been deeply involved in the localization of the solution." Hu Ming, President of EPPEI, further noted in his keynote speech: "The construction of green-powered IDZs is a key pathway to advancing China’s goal of achieving zero-carbon IDZs. As a national-level consulting institution, EPPEI is ready to join hands with Climate Group to explore green-powered IDZ solutions tailored to China’s national conditions."
The launch comes as China continues to accelerate the development of zero-carbon IDZs as part of its broader green transition agenda. In late 2025, China announced its ambition to establish around 100 national-level zero-carbon IDZs during the country’s 15th Five-Year Plan period.
The initiative builds on progress made in 2025, when RE100, together with China National Energy Administration (NEA) and China Renewable Energy Engineering Institute (CREEI), confirmed that China’s Green Electricity Certificates (GECs) are fully recognised by RE100.
The development helped further support the use of China’s domestic renewable electricity instruments in meeting international renewable electricity commitments.
By supporting IDZs in advancing green power use at scale, the initiative aims to contribute to broader industrial decarbonisation efforts and support China’s ongoing low-carbon transition.
Climate Group and EPPEI said they hope the initiative can contribute to the development of scalable and replicable approaches for renewable energy transition in China, while supporting broader international climate and decarbonisation efforts.
